Why does X count a link as 23 characters?

X shortens every link to its own 23-character form before it posts. A long link and a short one cost the same 23.

Do emoji count as one character?

On Bluesky, yes. On X an emoji counts as 2. On the other networks an emoji can count as 2 or more, and the counter shows that.
